SCM vs group policy

Hello, with the introduction of SCM as a add-on module for security policies in SCCM 2012, I'm getting a lot of concerns from other teams within our Org as to how it will affect the existing group policy management in Windows based servers.

a] How is SCM different from GPO or is it the same? (I see in their website, SCM enables you to quickly configure and manage computers using group policy and SCCM, does this mean SCM is the new wrapper for Group policy management?)

b] IF the answer to (a) is different -> scenario: I have a collection of servers which have group policies deployed to them. Now, if I deploy SCM policies on top of GPO policies, how will that work? Does SCM supercede group policies? (assuming what ever i'm auditing using GPO are the same elements I'm auditing using SCM policy)

My confusion: I set up something in GPO and then SCM overrides the attributes and during the next GPO run, it overrides SCM values and this continues :) Hope i have explained my scenario well.
