Audit Policy Program has stopped working

Hi

I have a policy I need to apply to a Windows 10 device (1607 LTSB).

Policy was created in SCM 4.0 and exported to a GPO backup.

I've copied the policy to the target device along with LGPO.

When trying to apply the policy (lgpo.exe /g <path>) I'm getting the error "Audit Policy Program has stopped working".

In the LGPO output I can see:

AUDITPOL.EXE exited with exit code 3221225477

Any advice on how to get this working would be appreciated.

I'm aware that SCM has now been retired and we do plan on looking at DSC.  However we do need to get this machine configured and deployed so DSC is for another day.
